Bring your own RFP

You can pursue an RFP you found outside Manifest. You do not need to make Discovery find it again.

  1. Open the workspace menu and choose New pursuit.
  2. The new pursuit opens on Sources. Keep this pursuit for the opportunity you are uploading.
  3. In the pursuit, open Sources, choose Add sources, then Upload files.
  4. Upload the official solicitation, attachments and any amendments you have obtained.
  5. Open each original in the viewer and confirm the package belongs to the intended opportunity.
  6. Ask the agent to name the pursuit from the opportunity and review the uploaded package. Use the originals to check qualifications, then prepare the response and tasks.

Keep company capabilities and writing samples in Library. Keep this RFP's instructions, forms and amendments in Sources.

A saved upload is not proof that the package is complete. Compare the file list with the issuing portal and check for amendments, required forms and submission instructions. Do not assume the agent can access a registration-protected portal without the files.

Add a later amendment

Use the same pursuit when the agency publishes an addendum, including a questions-and-answers document:

  1. Obtain the official file from the issuing agency and keep the original.
  2. Open the existing pursuit, choose Sources → Add sources → Upload files, and upload the amendment.
  3. Confirm the file appears in Sources and opens in the viewer. Check its title and date against the agency's notice.
  4. Ask the agent to compare it with the existing solicitation and flag changes to the deadline, requirements, forms and response. Check those findings against the originals, then review any proposed changes before applying them.
  5. Revisit the shared Tasks and submission checks with your team. An uploaded addendum does not by itself establish that every affected task or response has been updated.

If the agency's file is unavailable, tell the team which amendment is missing and check the issuing portal again. Do not substitute a summary for an unreviewed original or assume the existing package is complete.
